DPL License Islamabad, Rawalpindi & the Capital Region

Islamabad is home to NEPSA’s head office, and together with Rawalpindi, Rawat, Taxila and the Hattar Special Economic Zone it forms the main industrial belt of northern Punjab and Hazara. We handle DPL licences for chemical stores, fuel depots and petrol pumps across the twin cities and the districts around them.

DPL Consultancy Services in Islamabad and Rawalpindi

Our capital region clients include pharmaceutical units in I-9, chemical and paint traders in I-10 and Rawalpindi, factories in Rawat and Hattar, and petrol pump owners on the GT Road and motorway approaches. The work is split across three administrations, so we keep each file moving with the right office.

Capital Region Considerations

  • Islamabad Capital Territory: federal environmental approval and ICT district administration NOCs
  • CDA clearance: needed for sites inside Capital Development Authority areas
  • Rawalpindi and Hattar: Punjab or Khyber Pakhtunkhwa NOCs, depending on where the site sits

How the DPL Process Works in Islamabad and Rawalpindi

A DPL license is issued under the same federal Petroleum Act 1934 everywhere in Pakistan, but the twin cities sit under different governments. A site in Islamabad, a site in Rawalpindi and a site in Hattar each need a different set of supporting NOCs, and getting the wrong set is the most common reason a capital region file stalls.

What an Islamabad application needs

  • Environmental approval from Pakistan EPA. Islamabad Capital Territory falls under the federal environmental agency, not a provincial one.
  • ICT district administration NOC with an attested site and location plan.
  • CDA clearance where the plot sits inside Capital Development Authority jurisdiction.
  • Fire safety clearance for the godown, tanks or forecourt.
  • Storage plan drawn to NEPSA specification, in the number of copies NEPSA requires.

What changes in Rawalpindi and Hattar

Across the boundary in Rawalpindi, Rawat, Taxila and Wah, the supporting approvals come from Punjab: Punjab EPA, Civil Defence Punjab and the Rawalpindi district administration, plus a development authority clearance where applicable. In the Hattar Special Economic Zone, which is in Haripur district, the NOCs come from Khyber Pakhtunkhwa departments instead.

Which capital region industries we file for

Pharmaceutical and food manufacturers in I-9 store ethanol, IPA and acetone as process solvents. Paint and chemical traders in I-10 and Rawalpindi keep mixed drum stock that needs a Form M godown. Factories in Rawat and Hattar hold diesel and furnace oil in bulk tanks for boilers and generators. Petrol pump developers on the GT Road and motorway approaches need a Form K licence along with the local NOCs. Not sure whether your stock counts as petroleum? Check its flash point in our petroleum Class A, B and C guide.

Renewals in Islamabad and Rawalpindi

A DPL expires on 31 December and must be renewed before 1 December. The site is checked again at renewal, so the stored products must match the licence. Capital region clients on our DPL renewal tracking are ready for that check before the inspector arrives.
