While headquartered in Karachi, we maintain coordination with Punjab EPA, Lahore Civil Defence, and the Department of Explosives regional office for seamless DPL processing.

Lahore-Specific Considerations

  • Punjab EPA: Province-specific environmental NOC procedures
  • LDA/MDA approvals: Lahore Development Authority clearances where applicable
  • Civil Defence Punjab: Fire safety NOC with local district variations

How the DPL Process Works in Lahore

A DPL license application in Lahore follows the same federal law as anywhere in Pakistan, but the supporting approvals are provincial, and that is where Lahore applications differ from Karachi ones. The licence itself comes from the Department of Explosives; the NOCs that must accompany it come from Punjab departments with their own procedures, forms and timelines.

What a Lahore application needs

  • Punjab EPA environmental NOC. Punjab runs its own environmental approval process, separate from Sindh’s, with its own submission format.
  • Civil Defence Punjab fire safety NOC. Requirements vary between districts, so what satisfies one office is not automatically accepted by another.
  • LDA or MDA clearance where applicable. Sites inside development authority jurisdiction need a clearance that sites outside it do not.
  • District administration NOC with an attested site and location plan.
  • Storage plan drawn to Explosives Department specification, five copies, and the specification is not negotiable.

Which Lahore industries we file for

Lahore’s licensing work is dominated by four groups. Paint and coatings manufacturers in and around the city need multi-solvent Form M coverage, toluene, xylene, MTO and thinners held together in one godown. Pharmaceutical manufacturers in the Lahore pharma cluster store ethanol, IPA and acetone at volumes that put them well past the licensing threshold. Chemical traders and importers along Ferozepur Road hold mixed stock that changes with every consignment, which makes getting the licensed chemical list right the whole job. Industrial units across Kot Lakhpat, Sundar and Quaid-e-Azam Industrial Estate store solvents as process inputs rather than as products.

We are headquartered in Karachi and coordinate Lahore applications directly with the Punjab departments and the regional Explosives office. For clients, that means one point of contact for a process that otherwise involves six separate offices.

Renewals in Lahore

A DPL expires on 31 December and must be renewed before 1 December. Renewal is not automatic: the licence is re-inspected, the stored chemicals are checked against the licensed list, and the construction conditions are verified again. Lahore clients on our DPL renewal tracking are prepared for that inspection before the inspector arrives.
