LPG Plant License in Pakistan
for Storage & Filling Plants
Setting up an LPG storage and filling plant in Pakistan needs an OGRA licence, a Department of Explosives licence, and district and environmental NOCs. We prepare the file, coordinate the inspections and follow up with every department.
Who Licenses an LPG Plant in Pakistan?
LPG storage and filling plants are licensed by the Oil & Gas Regulatory Authority (OGRA) under the LPG (Production & Distribution) Rules, 2001. OGRA first issues a site-specific construction licence after its inspector has checked the site. The operating licence follows only after the plant holds an explosives licence from the Chief Inspector of Explosives and an environmental NOC. OGRA’s criteria set a minimum storage capacity of 50 metric tons for a storage and filling plant.

LPG Plant Cost and Licence Fees
The biggest costs of an LPG plant are the land, the storage tanks, the filling and safety equipment, and the civil works. For licensing, OGRA’s published criteria list an application fee of Rs. 500,000 and a site licence fee of Rs. 25,000, and the Department of Explosives charges its own fee. Fees change from time to time, so we confirm the current amounts before you pay anything.
For an estimate for your site, share the plot location, its size and the storage capacity you plan.
