How to Get a Petrol Pump License in Pakistan
A petrol pump needs approval from three sides: an Oil Marketing Company (OMC) for fuel supply, the district administration for the site, and the Department of Explosives for the Form K storage license. This is the order we follow for our clients.
Sign up with an OMC
Apply to PSO, Shell, TotalEnergies, Attock or GO. PSO asks for land you own or a lease with at least 20 years left, and takes applications online. The OMC surveys the site and issues a letter of intent.
Check the plot
Distance from schools, hospitals and homes, no gas main within 50 feet, and safe road frontage. We check this before you spend any money.
Get the district NOC
Apply to the Deputy Commissioner. Revenue, highways, traffic police, civil defence and the municipal body report on the site. Punjab uses the e-Biz portal; KP provincial roads need a C&W NOC. Some sites also need EPA environmental approval.
Apply for Form K
File with the Department of Explosives: attested site plan, NOCs and the treasury challan based on storage quantity. Form K is the DPL license for a retail station.
Build to specification
Tanks, dispensers, canopy and fire protection per the Petroleum Rules 1937. Construction takes 4–6 months while the license file runs alongside.
Inspection & opening
The Explosives Department inspects the station, issues the Form K license, and the pump opens. The license is then renewed every year.
Form K License for Petrol Pumps
Form K is the license every petrol pump in Pakistan needs to store fuel. It is issued by the Department of Explosives under the Petroleum Act 1934 and the Petroleum Rules 1937, and it is one type of DPL license. It covers petrol, diesel and lube oil storage at a retail station, in the quantities printed on the license. Adding tanks or capacity later needs an amendment.
The application is filed with the Department of Explosives together with the attested site plan, the district NOCs and the treasury challan. You do not need to find and fill in the form yourself: we prepare the complete file, submit it and follow it up until the license is issued.

Do I need OGRA approval for a petrol pump?
Your pump operates under an Oil Marketing Company that holds an OGRA marketing license, so the OGRA side runs through your OMC, and the NOC application to the DC usually includes a copy of the OMC’s OGRA license. We coordinate the OMC and OGRA requirements alongside your Form K license.
Can I open a petrol pump on leased land?
Yes. OMCs accept leased land, but the lease must be long enough. PSO, for example, asks for at least 20 years left on the lease. We check your plot and lease before you apply.
Is Form K the same as a DPL license?
Form K is one type of DPL (Dangerous Petroleum License). Each form covers a different kind of storage: Form K for petrol pumps, Form M and Form L for chemicals, B-1 for CNG stations, and N and O for LPG. A petrol pump only needs Form K.
