How Your City Changes a DPL Application
Every DPL is issued by NEPSA (formerly the Department of Explosives) under the Petroleum Rules 1937. The supporting NOCs, however, come from the province or territory where the site sits, and that is where most delays start.

Do you only work in these five cities?
No. These cities have their own pages because we file there most often, but we handle DPL licences anywhere in Pakistan, including Hyderabad, Sialkot, Gujranwala, Peshawar and Quetta.
Is a DPL licence different in each city?
The licence is the same federal DPL everywhere, issued by NEPSA under the Petroleum Rules 1937. What differs is the set of provincial and district NOCs that must go with the application.
Which NEPSA office will handle my file?
NEPSA has its head office in Islamabad and regional offices in Lahore, Karachi, Multan, Peshawar and Quetta. See our Explosive Department offices guide for addresses and phone numbers.
Can one consultant manage sites in several cities?
