DPL License Requirements in Pakistan: Documents, Land & Godown
Everything the Department of Explosives asks for before it grants a Form L or Form M licence: the documents, the land and plot size, and how your godown storage capacity is worked out. Use this checklist before you buy land or start construction.
Documents Required for a DPL License (Form L and Form M)
The same core papers are needed for a Form L licence (bulk tanks) and a Form M licence (drums in a godown). Keep clear copies ready, and make sure the owner named on the land papers is the same person whose CNIC you submit.
- Paper of land (ownership or lease documents)
- NTN certificate copy
- Photocopy of CNIC of the owner named on the land papers
- Accounts maintenance certificate
- Memorandum and Articles of Association
- Registrations and certifications of the company
- Site drawing with the dimensions of the land where you want the DPL licence
- Total storage quantity and purpose of storage
- Affiliations with local, provincial and federal government departments
Plot 120 Feet × 120 Feet, Minimum
A 120 ft × 120 ft plot is the practical minimum for a DPL storage godown. It fits a 30 ft × 30 ft godown in the centre with 45 ft of clear open space on all four sides, which covers the safety distance, vehicle movement and fire brigade access. If your plot is smaller, check it with us before you buy or build.
Sample Site Plan, 120 ft × 120 ft Plot
A 30 ft × 30 ft godown placed in the middle of the plot, with 45 ft of clear open space on all four sides: front, back, left and right. Your actual approved plan (5 copies) is prepared by our engineers to Explosives Department specification.
Why 120' × 120' Minimum?
It's Not Just the Building
- Safety distances between godown, boundary wall, and neighbouring structures
- Open area for loading vehicles to enter, turn, and exit safely
- Fire brigade access around the storage structure
- 120 ft Front
- 120 ft Depth
- Minimum
Chemicals & Capacity on Final License
What Your License Actually Shows
- You may only store the chemicals and quantities printed on the license
- Adding a chemical or increasing capacity requires a license amendment
- We prepare your chemical list with MSDS and realistic capacities so ffm

Important Note, Construction Responsibility
We strongly recommend that construction is done by our own team. If the godown is built by others and the dimensions or specifications do not meet Explosives Department requirements, the result is: inspection failure, demolition and re-work, project delays of months, and expenses that were never visible in the original quote.
When we take responsibility, we construct it ourselves, and we do it properly. One team, one quote, one responsibility: the plot is verified, the plan is approved, the godown is built exactly to specification, and the license is granted, with no hidden costs and no blame-shifting between contractor and consultant.
- Plot dimensions verified before any money is spent
- Plan approved by Explosives Dept before construction starts
- Built to pass inspection the first time, sump, ventilators, doors, fire systems
- Single transparent quote, construction + license together
- If we build it, we guarantee the license inspection
- No plot? Use our rental godowns, already compliant
How the Storage Capacity of a Godown Is Calculated
The godown floor is built as a sump 2 ft deep, so any leak or spill stays inside the godown. The storage capacity is worked out from the sump volume, and one cubic foot holds 28.31 litres.
- Formula: length × width × 2 ft sump depth × 28.31 = maximum litres
- Example: 30 ft × 30 ft × 2 ft × 28.31 = 50,958 litres
- Every drum and tank must keep at least 5% air space, so declare 95%: 50,958 × 0.95 = 48,410 litres
- The 5% air space rule applies to Form L tanks and Form M godowns alike
Safety Distance by Quantity (Petroleum Class A)
| Licensed quantity in the godown | Clear distance to protected works |
|---|---|
| Up to 2,500 litres | 6 m (about 20 ft) |
| 2,500 to 25,000 litres | 7.5 m (about 25 ft) |
| 25,000 to 50,000 litres | 9 m (about 30 ft) |
| 50,000 to 100,000 litres | 12 m (about 40 ft) |
| Above 100,000 litres | 15 m (about 50 ft) |
Petroleum Class B and Class C need shorter distances. Where different classes are stored together, the whole quantity counts as the most flammable class. Our 30 ft × 30 ft example holds 48,410 litres, which needs 9 m (about 30 ft), and the 120 × 120 ft plot leaves 45 ft on every side.

Land Requirements for DPL Storage License in Pakistan
One of the most common, and most expensive, mistakes in the DPL process is buying or leasing a plot that is too small. The minimum acceptable plot for a chemical storage godown license is 120 feet × 120 feet. This is the practical minimum: a smaller plot cannot accommodate the required safety distances, vehicle movement area, and fire brigade access, and the storage license will simply not be granted.
Check Before You Buy
Send us your plot details, dimensions, location, and surroundings, before you commit. Our free plot assessment confirms whether the land can be licensed, whether any gas main lies within 50 feet, and whether the District Authority NOC is obtainable at that location. Five minutes of checking can save you from buying unusable land.
Your Final License Lists Every Chemical with Its Capacity
The granted DPL license is not a general permission, it itemizes each chemical by name with its licensed storage capacity. Planning this list correctly at application time matters: under-license and your business is restricted; over-license and you pay unnecessary fees. We build your chemical-and-capacity schedule with you, backed by MSDS for each product, so the final license matches your real business needs.
